Volume 4: Final Environmental Impact Report is comprised of comments and response to comments on the Fort Ord Reuse Plan Program EIR and the modifications to the text of the EIR. The modifications to the text of the EIR were certified by the FORA Board on June 13, 1997, and have been incorporated into the Draft EIR and are presented herein.
